TCS brings project expertise from the gamut of for-hire and public passenger ground transportation modes including public transit, ADA paratransit, human service and medical transportation, transportation brokerages and call centers, taxicab, limousine, executive sedan, airport transportation, commuter and intercity bus, dial-a-rides, corporate and university campus transportation, military transportation, national parks, motorcoach charter and tour operations and other specialty transportation modes throughout the United States. Moreover, TCS brings one of the nation’s foremost experts in multi-mode transportation brokering and coordination of services. TCS clients include businesses, government and non-profit organizations, and a major TCS expertise is in transportation partnerships between these sectors. In addition to consulting services, TCS also provides passenger ground transportation training programs to the government and private sectors, including direct driver training and instructor training programs for shuttle, paratransit, taxicab, executive sedan and limousines.  


TCS’s president, Charles Johnson, began the firm in 1995 and since that time he has consulted and provided coaching and training on more than 100 transportation projects in more than 35 U.S. states. Mr. Johnson has more than 20 years of transportation industry experience. He is a nationally recognized expert in a variety of for-hire and public transportation modes and transportation technologies, regulation, public-private partnering, accessibility and quality assurance and training programs. He has worked on or authored numerous reports, studies and articles on ground transportation and has served as an expert before numerous ground transportation regulatory bodies. His transportation regulatory expertise includes state, local and federal ground transportation regulation. Prior to forming TCS in 1995, Mr. Johnson worked in senior management at a variety of multi-mode ground transportation companies, as well as in managing a national transportation technology firm with dispatch system installations throughout the United States. In addition to consulting on regulatory and driver and management training programs, he oversees TCS’s in-house training for drivers and instructors, including more than five years overseeing training to all for-hire drivers under contract to the City of Charlotte / Mecklenburg, NC. Mr. Johnson received his Master of Business Administration degree from Saint Edwards University in Austin, Texas in 1993 graduating summa cum laude. His elective course work there emphasized public / private partnerships and contracting, in a special program in conjunction with the Sematech Consortium. He also holds a Bachelors Degree in Business Administration with a minor in Psychology, where his coursework heavily emphasized organizational behavior and training. He has a number of other specialty training certifications in transportation related fields.
